State v Richmond. Richmond, who is 87 years old, was found guilty of murder in the second degree and sentenced to 183 months for killing his tenant Justin Allen whose torso was found in a remote area of Kittitas County. At sentencing he requested an exception sentence below the standard range of 17 months due to his advanced ages and health issues. He appeals asserting that the court abused its discretion by not considering his age and health as mitigating factors and not imposing a sentence below the standard range. COA #858700.
