What are Readings?
Terms come from English Parliament – 1st, 2nd & 3rd Readings
I’ve heard two explanations, you decide:
1) Long ago, some members could not read, so it was read to them
2) No copy machines. No ability to have a copy of a bill
How do you know what’s in it? Have it read aloud.
1st – Read at committee introduction
2nd – Bill read with the changes made by the committee
3rd – Final form of bill before the committee’s final vote out of committee
