Legislative Review: Grocery Store Closure Notices, Millionaire’s Tax & Abortion Medication Bill

Senate Bill 6147 – Grocery Store Closures in Food Deserts – The Senate Ways & Means Committee approved a bill requiring grocery stores in low-income areas or food deserts to provide six months’ notice before closing. The law also mandates communication with local officials, public health authorities, and community groups, and encourages alternatives such as cooperatives or new grocery operators. Prime sponsor Steve Conway emphasized community protections, while Ron Muzall expressed concerns.


Senate Bill 6346 – Millionaire’s Tax – The same committee passed the controversial “Millionaire’s Tax,” imposing a 9.9% rate on annual income above $1 million. Most revenue (95%) would fund the state general fund, with 5% for public defense. Democrats, including Yasmin Trudeau, support the measure to target the wealthiest households, while Senate Republican leader John Braun opposed it. The tax is projected to raise about $3.7 billion annually for public services.


Senate Bill 5917 – Abortion Medication Access – The Senate debated a bill expanding access to abortion medications, including misoprostol, and removing certain pricing requirements from the Department of Corrections and Department of Health. Supporters, like Jessica Bateman and Noelle Frame, stressed improving timely access for patients. Opponents, including Leonard Christian, raised concerns about out-of-state access and costs to Washington. The bill passed the Senate 32-17 and moves to the House.
