Legislative Review: Healthcare Insurance Tax & WA “Millionaire’s Tax” Showdown

Health Insurance Tax Proposal (HB 2626) – Sponsored by Lisa Parshley, the bill would raise premium taxes on certain health insurers and remove a dental tax exemption to help stabilize Medicaid amid federal cuts. Supporters say it creates a funding backstop; insurers warn costs could be passed on to employers and patients.


The “Millionaire’s Tax” (SB 6346 / HB 2724) – Led by Jamie Pedersen and Joe Fitzgibbon, Democrats propose a 9.9% tax on income above $1 million, projected to raise billions for education, health care, and public defense — while offsetting other taxes.

Republicans, including John Braun and Drew Stokesbary, argue it would hurt affordability and small businesses.
