State v. Quijas
The State charged Christian Quijas with second-degree murder after he shot Angel Estrada. Quijas was 15 years old and the juvenile court declined jurisdiction. On the first appeal, Quijas claimed discretionary decline is administered in an arbitrary and racially biased manner, and the juvenile court erred in declining jurisdiction. This court affirmed the declination, but remanded for the court to consider Quijas’ claim that discretionary decline is administered in an arbitrary and racially biased manner. In subsequent hearings, the trial court granted the State’s motion to have Quijas shackled. The court concluded Quijas’ case was not impacted by racial bias.
